1) Does your state offer tax incentives? 25% Film Tax credit program with two types of credits; a refundable credit of 25% of qualified in-state production expenses including non-resident wages salaries for service provided directly for the production in the state and paid by another entity (e.g. payroll company) subject to certain restrictions and a non-transferable (and non-refundable) tax credit of 25% of the first $100,000 of wages paid to Wisconsin residents, excluding the two highest paid employees. The state also provides a non-transferable and non-refundable credit equal to the sales use tax paid for purchases and services, which can be carried forward for up to 15 years. Wisconsin also now offers a 15% Film Production Company Investment Credit for residents interested in investing in a film or multi media project. This credit is also non-transferable.
Wisconsin also has a 15% investment credit for facilities construction and offers over 600 screens through a partnership with Marcus Theaters Corp. to filmmakers who make their film in Wisconsin.

2) Are there cash rebates offered? Rebates are offered on labor with an additional 0% sales tax for items purchased in Wisconsin.
3) What are your caps/minimums? Caps are currently being discussed, there is no current annual cap. Minimum spend is $50,000 for a production under 30 minutes and $100,000 for a production over 30 minutes.***** NOTE: FILM OFFICE HAS BEEN ASKED TO NOTIFY FILMUSA IF CAP HAS BEEN MET.
4) Are there sales tax discounts? Sales tax on items purchased in Wisconsin will be done at 0%
5) Are there hotel tax discounts? There are no hotel tax discounts, but industry rates have been established to provide rooms from $26\night (mid level) to $129\night (luxury)

Local municipalities determine police and fire costs, generally they are free if the work occurs during a normal business day and if resources are available. Permits are either free or at low cost. Many state locations are available at no cost. Insurance is required.
7) Is your state a “right to work state”? Wisconsin is a “right to work state�? with both Union and non union crew bases.
Crew base - Wisconsin has union crew members that service Southern Wisconsin and Northern Illinois. On many productions non union crew are permitted on IATSE productions. Non union crews also are available to service multiple productions. There is full crew cooperation in mixing both in and out of state crew. 9) Do you have sound stages? - Sound stages exist in Milwaukee at Chain Reaction Studios, they include a 10,000 sq. ft. studio \ 8,500 sq. ft. studio \ 4,500 “green screen�? studio with full motion control capabilities. Television studios exist in most major Wisconsin cities. A listing of available warehouses\alternative studio spaces is available through Film Wisconsin. All facilities are within a “studio zone�? travel distance from city centers.
10) Do you have equipment houses in your state? - Major grip and electric vendors are located in Milwaukee, Madison and easily added to from Chicago vendors.
11) Do you have film and/or sound labs in your state? - The closest full service film\sound lab is located in Chicago with smaller local sound and video transfer houses located in Milwaukee.
12) Specify your weather patterns - Due to global warming Wisconsin now see cold weather in Jan.-March. , the rest of the year we see temperatures in the 50-80 degree range. Heavy weather is rare in this part of the country.
13) What are the child labor laws in your area? - Wisconsin has some of the nation’s least strict child labor laws
14) Please list the productions which have shot in your state within the last 2 years. - Some of the recent productions in Wisconsin include the re-make of The Amityville Horror and Mr. 3000. National, regional and international commercials shoot yearly.
Wisconsin has just recently opened a new film office as a public\private partnership. Major investors in the film and television industry are also now making Wisconsin their home.

1. Does your state offer tax incentives? A production tax incentive bill is currently being reviewed by the California Legislature. The Scene in San Francisco incentive is a refund of all city costs in the city and a portion of hotel, sales tax & all San Francisco payroll taxes with a per production cap of the total contribution of taxes paid to the city. Five percent sales tax exemption on the purchase or lease of post-production equipment for qualified persons. (Exemption is taken by the seller of the equipment and passed on to the buyer at the point of purchase.)

No State hotel tax on occupancy. Most cities or counties that impose a local hotel tax have a tax exemption for occupancies in excess of 30 days.

The City of Los Angeles waives location use fees at many frequently filmed City facilities including City Hall, city-owned office buildings and property and all public library facilities.

The Montana Film Office was created in 1974 as a central information source for on-location filmmakers. It is a component of the Montana Promotion Division of the Montana Department of Commerce. The primary role of the Montana Film Office is to bring productions (feature films, commercials, documentaries, television programs, and still shoots) into Montana for the overall economic benefit of the state. We work with producers to find locations that fit their script, as well as act as their liaison through every phase of production.

On June 4, 2008 Governor Sarah Palin signed SB230 into law, creating an Alaska Film Office and a transferable tax credit for qualified film production expenditures. The Alaska Office of Economic Development has initiated drafting of regulations and will work with the Alaska Department of Revenue and Alaska Department of Law on this process as expeditiously as possible. The target date to complete the Regulatory process is fall of 08’.
Incentive Program Summary
• 30 percent transferable tax credit on qualified expenditures.
• Claim an extra 10% for wages paid to Alaska residents.
• Claim an extra 2% if filming in a rural area.
• Claim an extra 2% if filming between October 1 and March 30.
• No salary cap per employee per production.

Arctic: The arctic region receives very little precipitation and humidity compares with that of a desert. Light dry snow stays on the ground from September to May. Ice masses remain in the ocean year-round. Annual rainfall 4.8 inches. Longest day: No sunset 5/10 to 8/2 Shortest Day: No sunrise 11/18 to 1/24
Southwest: Mainland areas can be windy, but rain and snow do not fall frequently. On the Alaska Peninsula and the Aleutian Islands, it can be an Arctic climate which is constantly changing. Annual rainfall 16.1 inches. Longest day: 19.11 hrs. Shortest Day: 5.36 hrs.

More than 500 productions are assisted by our office each year that physically shoot here; another three to five hundred are working with us in advance, in preparation, in development, etc.
Recent feature films have included: “The Hangover”, “Prison Break”, “Magic Man”, “Ironman”, “21”, “What Happens in Vegas”, “Ocean’s 13″, “Knocked Up”, “Into the Wild”, “Transformers”, “Smokin’ Aces”, “My Blueberry Nights”, and “Rocky 6”. We’ve had numerous smaller films and indies, as well.
Production in the last few months have shot here from practically every network (CBS, NBC, ABC, VH1, MTV, FOX, FOX SPORTS, SUNDANCE CH., HBO, DISCOVERY, DISCOVERY CANADA, PLAYBOY CH., BRAVO, HGTV, A&E, GSN, OXYGEN, FINE LIVING NTWK, PBS, SHOWTIME, SCI FI CH., AMC, CMT, even THE WEATHER CH. And others!
International productions have shot here recently from France, the UK, New Zealand, Japan, Korea, Dutch TV, the BBC, Denmark, Germany, Sweden and Canada, among others. Music videos, commercials and so much more from production companies throughout California and across the country.

Nevada does not have any formal incentive or rebate programs specifically for filming/production at this time, however it is worth noting that many fees, taxes and other charges that a production incurs in other jurisdictions are not charged in Nevada , in effect saving the production one hundred percent of those fees and charges.
