PENNSYLVANIA ACCEPTING APPLICATIONS

Pennsylvania is now accepting applications for tax credits allocated for the next fiscal year beginning July 1, 2011. Production may begin immediately, but the credits may not be used before July 1, 2011. $75 million is available for the fiscal year.



DreamWorks Film, “I Am Number Four,” Begins Shooting in Pittsburgh in May

“I Am Number Four,” the first movie in a DreamWorks franchise starring Alex Pettyfer, will start shooting in the Pittsburgh area May 17.
The studio confirmed Thursday the production will be here for 12 to 13 weeks. That means Mr. Pettyfer will be in Western Pennsylvania at the same time as “Twilight” star Taylor Lautner, headed here for a separate project called “Abduction.”
“I Am Number Four” is about a group of nine Earthbound aliens who escaped their planet just before it was annihilated by a rival species. Hiding out on Earth, disguised as a human teenager, the title character discovers that he is being hunted by the enemy that destroyed his planet.
Mr. Pettyfer will play the lead, and the cast also will include Sharl­to Copley from “District 9″ as his guardian. Teresa Palmer, who will be seen this summer in “The Sorcerer’s Apprentice” and appeared in “Bedtime Stories,” also has landed a choice role, with more names expected in the next couple of weeks.
“I Am Number Four” is based on a sci-fi book of the same name by James Frey and Jobie Hughes scheduled for publication in late summer. The rights to the unpublished novel, the first in a planned series aimed at readers 14 years old and up, were bought in June.

PA Tax Credit Program Funds Allocated All Funds for 2010 & 2011

The Pennsylvania Film Tax Credit Program has allocated all funds for the current fiscal year, and the next fiscal year as well. Funds are anticipated to be available again starting July 1, 2011. Funds may become available if approved projects do not start on time, so interested producers should check with the PA Film Office to see if any films have dropped out of the program.



Pennsylvania Ranks Sixth in U.S. for Filmmaking Jobs

The Three Rivers Workforce Investment Board released a study Monday commissioned to help determine workforce needs for the film and television production industry in the state.
“This gives us a snapshot of where we are now and where we need to be,” said Dawn Keezer, director of the Pittsburgh Film Office.
The study, conducted by The Entertainment Economy Institute of Los Angeles, found the state ranks sixth in the nation, with 2.5 percent of national movie industry employment. The five states with the largest share of motion picture and television industry employment are California, New York, Florida, Texas and Illinois. The study also reports that 64 percent of film work in Pennsylvania is either in Pittsburgh or Philadelphia.
“This study helps us nail down how we can target more training to produce special skills and meet the needs of the industry,” said Kelleigh Boland, director of research, planning and business development for the TRWIB.
Although film productions are finite — generally lasting about three months — Ms. Boland said the jobs should not be considered temporary because they help workers develop a skill set that is transferable. Cinematic, organizational and technical skills are all necessary for film work.

New Study Shows Strength and Impact of Pennsylvania

The Three Rivers Workforce Investment Board released the results of a workforce study that shows the strength and impact of the local motion picture and television industry, and the importance of the film production tax credit in creating high paying jobs and job growth. The study was conducted by The Entertainment Economy Institute and funded by the Commonwealth of Pennsylvania’s Labor and Industry Department.

Pathmark to Replace Planned Film Studio in Philadelphia

Perhaps those visions of Hollywood glitz for humble Norristown were unduly rosy, like most showbiz dreams.
For now, the hyped plan to revive the hard-bitten Montgomery County seat with one of the largest movie studios on the East Coast is off the table, replaced by the more pragmatic construction of office space for a janitorial concern and a Pathmark.
The latter, aimed at completion early next year, would be the municipality’s first new full-service supermarket in a generation.
It won’t be the glamorous, California-esque 100,000 square feet of studio space talked up in 2007 as a magnet for feature films and even celebrity gawking.
Developer Charles Gallub said yesterday that the poor economy and the state government’s budget-crunching trim of the film tax credit precluded, for the moment, building a movie studio in a faded shopping center on Norristown’s eastern edge.
“We absolutely like the movie studio concept,” Gallub said, “but it has to be a bankable and financially viable concept.”

Incentives Office Year-End Report—-Pennsylvania

PENNSYLVANIA – In 2009 14 film and TV projects were produced in the state. Features included “Blue Valentine”, “The Last Airbender”, “Three Rivers”, “Law Abiding Citizen” and “Unstoppable”. “The Road”, which was filmed in 2008, was recently released. Television shows included Season 7 of “Cold Case”, Season 5 of “It’s Always Sunny in Philadelphia” and “Teach” with Tony Danza on A & E.

Direct production-related expenses tallied over $250 million, while tax credit funds for the fiscal year ending on June 30, 2009 were reduced to $42 million, with $60 million being allocated for the current fiscal year. On July 1, 2011 the tax credit reverts to the full $75 million per year and funds are available at this time.

The statewide cap for the Pennsylvania tax credit has been reduced from $75 million per year to $42 million for the fiscal year ended 6/30/2010 and $60 million for the fiscal year ended 6/30/2011.



Reinstatement of the Pennsylvania Loan-Out Registration Requirement:

Pennsylvania film tax credit guidelines require that all personal service corporations or loan-out companies engaged by the applicant are incorporated in or have registered to do business in Pennsylvania prior to the commencement of principal photography in Pennsylvania or the date on which such company was engaged, whichever is later. Pennsylvania had waived this requirement for films approved under the Commonwealth’s 2007/2008 budget, however, the requirement has been reinstated for applications approved under the fiscal year 2008/2009 budget.
